About PDF99

Who we are

PDF99 was built in 2025 by a small independent development team frustrated with the state of free PDF tools online. Every tool we tried either added watermarks to output, limited free usage to a handful of conversions per day, or required creating an account just to download a file. We built the tools we wanted to use ourselves.

The team behind PDF99 has backgrounds in web development and document processing. We're not a large company — PDF99 is an indie project maintained by developers who use it themselves. That's why there are no dark patterns, no bait-and-switch free tiers, and no pressure to upgrade.

What we offer

Right now, PDF99 covers the most common PDF tasks people face every day:

• JPG to PDF — convert photos and images to PDF, with drag-to-reorder and live rotation
• Compress PDF — reduce file size without losing quality
• Merge PDF — combine multiple documents into one
• Split PDF — extract pages or ranges from a document
• PDF to JPG — convert every page to a sharp image
• HTML to PDF — convert web content to PDF in-browser
• Rotate PDF — fix upside-down or sideways scans
• Watermark PDF — add a diagonal text stamp to every page

We're building more tools regularly. The ones marked "Soon" in the tool grid are in active development.

How we stay free

PDF99 is supported by a single small advertisement on each page. That's it. No user data is sold, no analytics profiles are built, no email lists are grown. The ad revenue covers our hosting and lets us keep building. If you find the tools useful, just knowing that is enough — you don't need to do anything.

Technology

Most of our tools process files entirely in your browser using open-source JavaScript libraries. We use jsPDF for PDF creation, PDF-lib for editing and manipulation, and PDF.js for rendering. Running processing in-browser means your files don't travel to a remote server — it's both faster and more private.

Privacy

We take this seriously. Files that do require server processing are transferred over SSL and permanently deleted within one hour. We never read your documents, analyse their contents, or share them with anyone. Read the full Privacy Policy.
